1.1 Charity accounting and accountability, the first opening sentence reads:
"Charities are accountable to the public for the resources they control."

1.7 Scope
Part VI of the Charities Act 1993 and the Charities (Accounts and Reports) Regulations 1995 apply only in England and Wales. The Statement of Recommended Practice, "Accounting by Charities' (the Charities SORP, referred to later) is intended to apply in the whole of the United Kingdom and in the Republic of Ireland.
2.3.2 Who accounts for what?
The trustees of a charity are responsible for the accounts, annual returns and annual reports of that charity. ... The charity should account for any subsidiary charitable funds, special trusts or branches it controls within its own accounts. 'Branches' in this context is used in the same sense as in the SORP. Where the same trustees control separately registered charities which cannot be construed as a special trust of a main charity then separate accounts will generally be necessary.
Example 2 - The trustees are responsible for a main charity with local branches which are controlled by the main charity: provided the local branches are under the control of the main charity they are all treated as part of the main charity for accounting purposes and one set of accounts, one return and one report covering the activities of the main charity and its branches will be required.
